For these reasons capacity planning of rail networks is today a complex task, requiring staff to have a clear understanding of all aspects of the railway. Many tools are available to aid planners in gaining this understanding and to investigate the implications of various strategic options. However, even the most sophisticated software tools are worthless when users are not able to create realistic scenarios for the software to test or the opportunities and risks associated with using these tools are not well understood.
